What if....
Turn it into a quest and gold sink? That you pay a NPC some gold and do some questing/mission for him, and he will unlock one of the action for one of your mini pet! (note.... not all.. just one) Would be a repeatable quest of couse, and you can do as many as you want, and unlock as many mini pet action as there is.
It serve as a gold sink, and make people play more, and something for those who like their mini-pets something to do, and give Dev excuses to drink more coffee and miss thier daughter's soccer game. Everyone Win!

I've updated the idea with this:
There could be something even more simple:
Just by adding something after an emote the miniature will do it instead of you, for example, the something could be the letter M, a +, an =, etc.. For example
/dance M : If the miniature odel has a dance, it makes it.
/jump M : If you currently shown miniature has the dance emote, it makes it.
This would need no new commands, just a way to intercept miniature behavior and force them to perform the emotes (if the model has it) a Koss miniature would dance, a wallow won't.

It'd be fun to see minis that respond to what I do (sit/do their knockdown animation when I sit, dance/wiggle around when I dance or play an instrument), but this isn't as high on my list of priorities as, say, a trading system that doesn't suck, more storage, or better organized friend/quest lists.

I've updated the /minifollow emote to make the miniature fllow you exactly like a henchmen would, staying close, entering formations and triying to copy the emotes you make.

Basically, I'd hope the devs are more concerned with GW2, or fixing real problems in GW1 than just writing code for miniature emotes.

It doesnt effect gameplay in anyway, its just a bit of shiny.
Deffinately more important things for them to deal with.

As far as I can tell, only the 'make them act like henchmen' is the only 'easy' one. They would just act like henchmen without skills and with the 'Flee from combat flag' set, following and copying you.
Just try it.
Pick a hero, remove the skills, and flag it to flee.
They would behave the way I'm talking about. Follow and copy emotes.
The other are more hard to add and I won't bet for their addition.
